Due to the exhaustion of IPv4 addresses, telecom operators and Internet providers are forced to use tunneling technologies to optimize the use of dedicated address blocks. With network address translation, operators can assign private IPv4 and IPv6 addresses to clients, thereby reducing the use of global addresses. Carrier Grade NAT (CG-NAT) is responsible for the implementation of this functionality in the operator's network.

The number of factors exacerbated the situation:

  • An increase in the number of mobile gadgets that are full-fledged Internet devices.
  • The dominant mode of Internet connection was a telephone modem, the address pool was distributed among a large number of users, but the development of broadband access in the 2000s with constantly active devices in the network led to a sharp increase in the number of addresses involved.
